Strengthening Supply Chain Security in the Philippines: TAPA APAC Conducts FSR & TSR 2023 Training 

The Transported Asset Protection Association Asia Pacific (TAPA APAC) conducted a comprehensive two-day training last October 3-4, 2025 on the Facility Security Requirements (FSR) and Trucking Security Requirements (TSR) 2023 Standards at Nestlé Philippines’ office in Rockwell Centre, Makati Philippines. The session, led by Nilo Pomaloy, Lead Trainer and Auditor of TAPA APAC, brought together over 20 professionals from across the logistics and manufacturing sectors to enhance their understanding of supply chain security standards and prepare them for certification as TAPA-certified auditors. 

A Closer Look at the Training 

The training gathered security, logistics, and compliance professionals committed to elevating the security standards of their organizations. With the Philippines serving as one of the key logistics hubs in Southeast Asia, participants explored how the FSR and TSR Standards can strengthen supply chain resilience, minimize operational risks, and enhance trust among business partners. 

The FSR and TSR are globally recognized standards developed by TAPA to safeguard assets throughout the supply chain from manufacturing sites to distribution centers and in-transit cargo. Through this training, attendees aimed to achieve certification as TAPA auditors, a credential that not only builds internal competence but also reinforces organizational compliance with international best practices. 

Strengthening Facility Protection Through FSR 

The first day of the training introduced participants to the Facility Security Requirements (FSR) 2023, emphasizing end-to-end facility protection measures, including perimeter security, access control, surveillance systems, and incident response planning. Mr. Pomaloy detailed the updated requirements addressing digital security, contractor management, and employee awareness, aligning them with the evolving threat landscape facing the logistics and manufacturing industries today. 

Key sessions covered the FSR Certification Framework, audit procedures, and risk assessment methodologies. Participants also learned about critical operational processes such as visitor and contractor registration, driver verification, and exit search protocols, all designed to reinforce security accountability and prevent unauthorized access or loss.

Strengthening Road Transport Security with TSR 

On the second day, the focus shifted to the Trucking Security Requirements (TSR) 2023, where participants explored how to secure goods in transit, a critical challenge in the region’s dynamic logistics network. The TSR emphasizes driver security, route risk assessment, cargo integrity, and real-time monitoring, ensuring that security remains uncompromised throughout the transportation process. 

Key highlights of the TSR 2023 updates included clearer vehicle classification (Levels 1–3), improved subcontractor management guidelines, and enhanced monitoring procedures for secure cargo handling. 

Participants also undertook a 90-minute certification examination for each standard as part of their qualification process to become certified FSR and TSR auditors, enabling them to apply these standards effectively within their organizations to strengthen overall supply chain security and compliance. 

Building Resilient Supply Chains Through Standards 

Both the FSR and TSR Standards underscore TAPA’s mission to drive continuous improvement, operational resilience, and compliance within the global supply chain. The 2023 updates reflect valuable input from industry stakeholders, aligning the standards with current threats and best practices to ensure relevance and effectiveness. 

The training concluded on a positive note, with participants gaining confidence to strengthen their organizations’ security posture and move closer toward achieving TAPA certification.

As part of TAPA’s ongoing commitment to improvement, TAPA is now preparing for the launch of the new 2026 version of the Global FSR and TSR Standards, anticipated in August 2026. This new version will further integrate emerging technologies, updated risk management practices, and global stakeholder feedback to address the increasingly complex challenges of modern supply chains. 

The two-day FSR and TSR 2023 Training in Manila reinforced the importance of structured, standards-based approaches to supply chain security. By equipping professionals not only in the Philippines but also globally with the knowledge to audit and implement these frameworks, TAPA APAC continues to build a stronger, more secure logistics network across the Asia Pacific region.
